Is that education? A title? The special education? If not, then the chances are not yet able to keep a job.
It's just the way things work. Education / special training to permanent full-time.
Temporary employment agencies. That's what they do. It is your responsibility, not the governments to find his son full-time permanent employment.
To use the forklift operator and cargo handling, then I suggest you try to join Costco or a local distribution center - the EU in May, but it needs some kind of production in their area - or at least one distribution center.
This does not apply to a State or a particular city or could do some research in your area.

Thanks for the info included. It is good to know that we are not even in the United States. There are diffent agencies, as it seems - were investigated. Cruises are relatively easy to treat.
